For your application that to make a hole on the artificial grass, you don’t need a power drill, all you should do is to use a carpet knife or utility knife to cut through the turf, do not cut a piece out, simply cut a short line between the stitch rolls (so you are not cutting any blades/fibers), the cut line are only on the backing, then you will be able to stick the spikes through the turf.
