The understand dripping system is a great idea: you can have the pipe buried under the turf base with water pointing up into the base rack: water will travel upwards then spread down to minimize chances of “channels” being created to harm the integrity of ground/base support of turf. There are couple of ways of deodorizing urine smells from fake grass, always use a garden hose to spray rinsing the grass with a attached bottle of vinegar, this probably the cheapest way for deodorizing.
