Sure you can if you don't mind getting wet by the rain! The artificial grass will drain out the water as rains hit on the surface, but there still will be water residues on the blades, and the turf surface will be wet. When it is wet, the artificial grass surface will be a bit more slippery so you need to be carefully playing on it. Even though you might get wet playing in the rain on artificial turf, but you will be relatively clean. Why? Because there won't be mud all over you! Can you imagine playing in the rain on a real grass field? Not only you will get soaking wet, you will be covered with mud all over!

Not sure if I understand your question completely, but the artificial grass won’t “dry up” in dry and hot climates.
