Our puppies have been trained to use a litter box indoors. Are now adapting to going outside. The grass mat worked well for pooping. I haven't seen any urine on it yet. It's convenient to clean with a hose. I'm planning to get another one, for use, in the trays, which have drainage holes and need to be placed on something that can catch urine.

Can I cut it with a regular scissors?

Well, you can cut the artificial grass with regular scissors, but keep in mind that you will need a sharp and strong pair of scissors. You basically will need to cut through two layers of the PP cloth along with a layer of PU glue, so a bit heavy duty and sharp pair of scissors will work just fine. I am not sure about those "regular" office type of scissors though.
