Technically you can use artificial grass for kitty litter, the product won't hurt and not harmful, but I doubt it will work well for your cat. It is very natural for dogs to do their business on grassy surface, it might not true for cats, I personally think the traditional kitty litter will work better, this is just my own opinion.

No, gopher wire installed underneath the artificial grass will only prevent gophers or other animals from digging through holes, it will not work on moles at all. Typically moles won’t grow on turf, however when there are debris or dirts on the turf surface, moles might have a chance to grow, therefore, rinsing off the artificial grass with a garden hose will help to prevent moles from growing.
