No, pressure/power washer won’t hurt your artificial grass. Installers and end users using power washer to not only deep clean the turf, but also to bring up the fibers to stand up better. The pressure from a power washer will help to force the fibers of artificial grass to stand up and face certain directions. Some experienced installers have power washer as their standard installation equipment, after they install the turf and add infills, they will do a power wash on the finished product, not only to clean up the artificial lawn, but also to "brush up" the blades. Being experienced, they will not spray the infills out of turf, mainly power wash the grass fibers.

I hope the paint on your artificial grass grass surface is water based, if so, you can try to use power washer to rinse the paint off. It is always recommend that you try to remove the paint as soon as it gets onto the turf, while it is still wet, water cleaning it should be much easier.
